Summary
Dekao is at home running repairs on his navi Gutsman, looking forward to a rematch soon. Within his messy room, a pile of books start moving, but Dekao is too occupied with watching Gutsman's repairs to notice as another stack of books start to topple over. Dekao now notices, and turns around as a robotic cat jumps on his mini table. Dekao ignores it and turns back to his computer as Gutsman's repairs finish. As Dekao cheers, the robot cat shows electricity running through it and becomes aggressive, attacking Dekao.

The next day, Netto and Meiru visit Dekao at the hospital as he tells them to leave. Netto says Dekao shouldn't say that, and that they rushed over to visit him right after Gutsman went to them saying he got injured and got hospitalized. Dekao doesn't want them to see him like this, and Netto tells Dekao to get a grip on himself, asking what Dekao's injury was as he pulls off Dekao's bedsheets. Dekao tells Netto to stop, but as the bedsheets open Netto and Meiru laugh after seeing the robot cat still biting on Dekao's leg. Dekao tells them both to stop laughing, but even Meiru can't hold back and laughs louder while saying she didn't expect a toy cat to be the cause of Dekao's injury. Dekao corrects her, saying it's a mouse catcher designed as a robot cat. Netto makes fun Dekao further, saying mice these days are awfully well-fed and must have gotten huge. Dekao tells Netto to shut up, and asks why he's with Meiru. Netto teases Dekao further by putting his arm around Meiru and slyly saying that while they're in Densan Town they should go karaoke together. Meiru stomps on Netto's foot and elbows him in his stomach, telling him to not get ahead of himself. Dekao laughs and says it serves Netto right, but the brace holding up his leg loosens, causing his foot to land down hard as he screams again in pain.

Meanwhile in Densan Town, traffic lights are shown to be operating normally as Netto and Meiru enjoy tea at Samola's flower shop. Netto tells Meiru that Dekao's going to be okay and he's just overreacting to get Meiru to visit him. Meiru enjoys her rose tea, thanking Saroma who tells them they can stay as long as they want. Roll asks Meiru why the robot cat attacked Dekao, and Meiru says it's probably the doing of WWW, and it catches Saroma's attention briefly. Netto asks Meiru who the WWW is and Meiru is surprised that he doesn't know. Rockman says Netto doesn't watch the news so he wouldn't know, which annoys Netto who tells Rockman to not say so much. Saroma walks to them, telling them that WWW is a criminal organization that commits crimes by using the networks just like the past incidents of spontaneous fires at home. She then tells the two to be careful as these cases are on the rise, and leaves to attend to another customer.

At Wily's hideout, Wily orders Count Elec through a video feed to cause chaos amidst mankind's networks and delete any useless navis. Count Elec accepts these orders, and finish his video feed by saying "Delete", and Wily laughs manically.

Back in Densan Town, Netto and Meiru are crossing the road as Masa approaches them on his bicycle, teasing the two asking if they're on a date. Netto tells Masa that they just visited the hospital, and Masa told them that this was because they're lacking calcium in their diet like he always said. Meiru corrects Masa, saying it's Dekao who was admitted to the hospital. Masa goes on saying that it's Dekao who hasn't been getting his calcium, ignoring Meru's attempts to correct him as he cycles off to visit Dekao. Netto screams to Masa telling him that he's at the Densan Central Hospital, as him and Meiru say Masa never changes. Meiru notices their homeroom teacher Miss Mariko is in Densan Town as well, and just entered an antique store. They decide to head over and take a look at what their teacher's up to.
Netto says he had no idea their teacher was into antiques, but Meiru tells Netto that the store owner (Miyuki) also works as a fortune teller with a good reputation for accurate predictions. Mariko shyly asks the fortune teller she is here today to ask about romance, but is interrupted when Netto calls out to her. Mariko is caught off-guard and turns around, seeing both Netto and Meiru smiling coyly at her. She turns back wondering why they're here, and Netto asks if she had some troubles she needed to go to a fortune teller for, which she denies. Meiru and Netto go towards Miyuki as Meiru asks her to predict her future, and she tells them to be silent while she begins.

Meanwhile, Dekao and Masa look left and right saying that the fish Masa is waving in front of the robot cat to distract it isn't working. Masa gives up, complaining that they're stuck with a hard time while Netto and Meiru are enjoying their date. Dekao hears this and grabs Masa asking him where they went, and Masa struggles and grabs the brace holding up Dekao's leg, loosening it again as Dekao's leg strikes the bed hard again, causing Dekao to scream in pain again.

In a busy area of Densan Town, an electrical surge goes through one of large clocks, causing it to spin out of control and explode. The people nearby run away as one of its arms break off, hitting the ground. Meanwhile, the same thing happens to several audio players and a vaccuum cleaner in an electronics store as they go out of control, causing chaos in the store. Count Elec commands Elecman to continue running rampant and cause more chaos while charging a spiked electrostatic generator, as his netnavi Elecman fles through the cyberworld, causing a small toy robot dog to activate and run away.

Back at Miyuki's store, she predicts a huge amount of flowing water, which Netto doesn't get. Miyuki asks for Netto's name, and he introduces himself to her. Miyuki asks what would Netto do if something happened to Netto's navi Rockman, but they are interrupted by Dekao's screams as he lies in front of the store with both the robot cat and robot dog biting on his right leg. Netto, Meiru, and Mariko head outside, and is surprised to see him. Dekao shakes his leg and the robot dog lets go, growling at them, and while Netto is distracted the robot dog snatches Mariko's purse and runs off with it. Netto says he will chase after it as he jumps into the air, attaching his roller blades to his shoes while Meiru follows on her kick scooter. Dekao also attempts to give chase, but steps down hard on his right foot only to scream in pain again. Netto and Meiru chase after the robot dog and Mariko's purse as it runs down to the subway station. The dog runs into a train as Netto and Meiru make it inside just before its doors close and starts moving. The dog is seen sitting obediently unlike just now, and Netto easily retrieves Mariko's purse wondering why it's not acting violent. Suddenly, the train picks up speed and they notice something's wrong as it speeds straight past the next station. The train staff report an issue with a train and they attempt to order it to reduce speed but their communications are interfered. The train operator attempts to switch to manual, but the button for releasing the override fails so he smashes the glass and attempts to turn the switch, but is electrocuted and knocked out. The train staff attempt to activate safety protocols, but the train is unresponsive even after two attempts, and they say if they do not do something now the train would collide into the one in front of it.

Meanwhile, several large tesla coils move into place surround Count Elec as he plugs in his electric guitar. As he attempts to play it he is knocked back by the huge sound from the giant speakers, and he tells Elecman it's shocking. Back at the runaway train, several passengers notice the train operator's unconscious as Netto tells them to get out of the way as he throws a fire hydrant, breaking the glass window on the door between them and the train's controls. At the same time, the train staff attempt to change the route of both trains so they won't collide. The passengers take the knocked-out train operator back as Netto and Meiru attempt to stop the train. Netto gets in the operator's seat, and they notice they're about to crash into another train. The first train is diverted left while the train they're on goes right, barely avoiding a crash. Netto and Meiru let out a sigh of relief, and Rockman asks Netto to plug into the train computer so he can look into what's causing the problem. Netto plugs in, sending Rockman into the train's computer.

Inside the train's computer, a huge number of electric-type viruses overwhelm the security system until Rockman returns fire deleting them. As Rockman fights back, Wily notices it's the same navi which interfered with them before, and Wily orders Count Elec to delete that blue navi. Rockman tells Netto that the viruses caused the train's controls to be stuck, and that he cannot stop the train alone. Rockman then tells Netto to get all the passengers to the back of the train quickly. After the passengers are moved to the back of the train, Rockman tells Netto to detach the train so the passenger carriages would be safe as it would stop on its own. While Netto starts to detach the train, Rockman continues fighting the viruses but is hit by an electric shock from above. Elecman appears from behind Rockman, who tells him to stay out of it. Elecman announces his name, and that Rockman will be deleted. Netto continues to pull the lever to detach the train but is unable to, and the train operator (still recovering) whispers to Meiru how it works. Meiru tells Netto to undo the safety locks on the sides of the lever. and Netto does it and now managers to pull the lever, detaching the train. As the passenger carriage slows down, Netto jumps to the runaway train to help Rockman, but slips and almost falls while the robot dog jumps over as well. Rockman continues fighting Elecman, but he dodges the Rockbuster shots and teleports behind him, giving Rockman another shock. The robot dog drags Netto to safety while he grabs onto the pulled lever, thanking the robot dog.

Rockman is being beaten by Elecman as Count Elec continues playing his guitar, ordering Elecman to deal the finishing blow. Elecman starts charging a Lightning Blast attack above Rockman, which strikes downwards towards him. Right before the attack connects, Netto inserts a Barrier battle chip and blocks the attack. Netto says this is where the battle begins, and slots in a Shotgun battle chip. Rockman fires the Shotgun attack, causing Elecman to go on the defensive as Netto uses a Sword battle chip. Rockman's right arm changes into a sword while Elecman does the same with an Elecsword. Rockman and Elecman exchange one sword strike each, and Rockman falls to his knees. Elecman turns around with a smug grin, but notices his electric coils on his back were cut off. At the same time, Count Elec's electrostatic generator discharges and explode, shocking him as he unplugs his electric guitar. Elecman turns around, telling Rockman that he'll get him back for what happened this time and plugs out. Rockman stands up, showing he's unharmed as Netto cheers only to realize he forgot he's on a runaway train about to collide with the end of the tracks.

Netto switches to manual controls, and enables the air brakes on the train, causing it to decelerate. Netto grabs on tight as parts of the control panel starts to break, and he tilts the train at an angle to grind along the floor to slow it down more. The train stops 2cm (about 0.79 inches) right before the wall, and Netto is relieved that they're saved. Netto stumbles out of the train's controller and into the remaining carriage, and suddenly fire crew rush into the train and hose the place down. As Netto lies down soaked, Rockman says the fortune teller's prediction of lots of running water was correct, saying fortune telling is amazing as Netto tells Rockman to not admire that of all things right now. Rockman now has the attention of Wily, who wonders what that navi is that has defeated not only Fireman but now Elecman.

Netto and the robot dog step out of the subway as he is greeted by Meiru who arrived by taxi, hugging him. Mariko says it's good to know Netto is safe. Dekao shuffles towards them while telling Netto to not get so close to Meiru. The robot dog responds to this, and bites on Dekao's injured leg along with the robot cat still hanging on. Dekao says he's bitten again, and screams out loud in pain once more.

Commentary
Things continue on from the previous episode, starting with Dekao repairing Gutsman's damage caused by Fireman only to become comic relief throughout this episode. With his operator out of commission, Gutsman's screentime was almost nonexistent except for a couple scenes throughout this episode, making him and (especially) Dekao being slapstick comic relief so far in this series. We're shown a bit of Netto and Meiru's relationship here, though mostly teased and while they both care very much for each other it's more like close friends than anything romantic (then again, they are just in fifth grade).

We also get the debut of Saroma (Sal) in this episode, who runs a flower shop in this continuity. Both Netto and Meiru appear to already be on friendly terms with her, which explains why she offered them tea and snacks in addition to free use of what looks like the flower shop's private area. A bit of focus was given to Saroma's reaction to WWW being mentoned by Netto and Meiru, and though she just explained to them what WWW is, I there may be more to her considering she is Woodman's operator in the games. We're also introduced to the fortune teller Miyuki, though she isn't named yet except in the episode's credits as well teacher Mariko being named for the first on-screen so far.

From WWW's side, we get Count Elec (Count Zap) and his netnavi Elecman making their shocking debut in this episode. While still played mostly straight as a threat to society, Count Elec was definitely someone who does everything without any subtlety and is more on the crazy comedic side, with Elec Man being the exact opposite as calm and cool while still a dangerous threat to both electronics and to our heroes.
Trivia
  • This episode seemngly starts off as the traffic and Colorman scenario in the first game, though Count Electric (Count Zap) and Elecman plays this scenario's antagonist instead of Madoi (Maddy) and Colorman, and with electronics and a runaway train being the target instead of the town's traffic systems.

  • The train computer's security system consisted of what looked like Netnavis, though Rockman calls them programs. This may have been something to-be-decided in writing as navis and programs are diifferent entities and the games, and the latter has yet to make any appearance on-screen.
